Requires the Approve Orders permission, and the library must have the Order Approval module. An outlet-level user can only read approvals for their active outlet; any other approval returns 404.
purchase_order and purchase_order_status show the order as it is now. A decided approval whose order was edited afterwards shows the edited order, not the one the approver saw. Only order_amount_at_submit and threshold_context are recorded at the moment the order was sent for approval.
The library does not have the Ordering or the Order Approval module, the token lacks the procurement scope, or the user lacks the Approve Orders permission.
